The Gentoo list had some info last spring/summer about how to set up your
boot options to boot into different locations (on a given net, dial up
access, or no network connections).  I implemented it on a laptop that is no
longer in my possession, so I can't easily check how, but it involved using
an argument in the boot loader to select the network setup in the
/etc/init.d/network file and thereby set up for location when you boot.
Your boot options might then look like:

Linux2.24 Home_net
Linux2.24 Work_net
Linux2.24 Travel
Linux2.20 Safe
