rpm is a binary, and does nothing other than what the scripts included 
with an RPM package instructs it to do.  RPM packages are quite capable 
of stopping themselves, if written to do so.  Badly packaged debs could 
just as easily fail to stop a service as badly packages RPMs.

Now as for removing the 'default' I don't see how that's considerate 
unless you're being prompted on whether that's what you'd like to happen.
