SUSE 9 KDE ICON problem

Odd SUSE 9 KDE problem.
I have a SUSE9 box with an installed user. Everything for that user in KDE
works fine. All icons are as expected.
I then add a user. Everything seems fine - except most ICONS are the same
one that is shown when an icon is missing.
I then checked which icons this user can see. Well, oddly, the user only
sees a subset of all the icons available. I checked this in the properties
tab wherein you can select an icon to display for something. The user who's
desktop shows all expected icons can see all of them in the icon config
menu. The unlucky user sees fewer (in fact very few) of them.
I checked the file permissions on the icons. They are all as they should be.
Or so they look to me.
This is only on one box. But it must go back to a customer real soon.
I thought it could be the .directory file in some folder messing things up.
But that did not help. And it would not explain why all icons are not
visible in the icon selection menu.
I deleted and added a couple of users, and it is the same for all.
I have done a google on this and checked SUSE KB, to no great effect.
Any pointers?
