I suspect that even if NTFS is a journaling FS, it will not be 
advertised as such.  MS would be liable for consequential losses if a  
"journaled" NTFS installation lost data.  Everyone has gotten used to 
the MS "backup your data" and "reinstall  Windows" mantras, so there is 
no marketing value in it.
