moving email address from one mta to another?

You can do a TEMPFAIL using procmail and the exit code ???
I would probably simply alter 'a's alias file or virtusertable to send the mail to 'b' rather than trust the sending MTA to treat the TEMPFAIL correctly.  YMMV
