XnView (http://www.xnview.com/)
You might give it a try if your primary concern is viewing, converting,
and improving photographs.
If you want to make artsy or more technical drawings, you might try the
graphics component of openoffice (oo draw) or sodipodi
(http://www.sodipodi.com/).
But these have an area of application which is quite different from
XnView and also from the GIMP, they are vector graphics tools, more like
Coreldraw.
