Depends on whether you're going to do RAID or not. Also depends on
whether just a single user needs access to the photos & mp3s, or if all
the users need it. Do you already have alot of mp3s, or is this just
planning?

As others have already noted, more RAM will almost always be better for
performance. Also as Collins noted, you prolly mean 512MB & 1024MB. Or
are you really adding a 16MB memory module?
At any rate, my current primary desktop box at home maxed out at 512, and
i sorely miss the extra memory. My desktop boxes at work all have 1GB or
even 2GB, and the difference is noticable, even with XFCE4.
