I'll agree with you half way; Ronnie messed things up, after inheriting
a bankrupt state following Edmund "Pat" Brown's
stunt in his last year of office.  Gov. Brown, father of "Moon Beam"
Brown, high lama of Oakland, got the accounting system changed
to "accrual" and thus spent the next year's anticipated revenue in his
last year.    Reagan came to office with a bankrupt treasury following
a patronage, pork-barrel Demautocrat.. Sound familiar?
