Determine OS and web server software

Netcraft worked great.
It showed that the server which had the name collision based on case is
running:
NT4/Windows 98 Microsoft-IIS/4.0
So, how is it possible that they would have had a name collision based
on case?
I thought windows couldn't really tell upper from lower?
