can't delete directory symlinks??

I've just discovered some rather odd behavior when I can no longer 
delete symlinks that point to directories.

For example, if I have:
ln -s bar foo
foo -> bar

where bar is a directory, if I try to delete foo:
rm foo
rm: cannot remove `foo/': Not a directory

Am i missing something obvious?
