I strongly recommend Delphi ! You can get an application like that up 
and running in under a day. Of course populating the database is 
probably going to take a lot longer. The Fish tutorial bundled with the 
Client-Server edition of Delphi teaches you how to develop a database 
app that even displays the graphic. On Linux, Delphi's equivalent is Kylix.

The downside, of course, is that it's not free. But the time saved, both 
in learning curve and deployment can really help you.
