user account without password

it's fidonet bbs package. I want to resurrect it in my linux server via
a telnet port.

openssh requires a public key. if I am to run a bbs as a public service,
I have no automatic way to distribute public keys to new users. Besides,
it's not trivial to use openssh compared to telnet.
