For gentoo, the quick answer is yes and no.
You can always pick the specific version of a package to emerge. How you
accomplish that varies slightly. Emerge will normally give you the most
current stable version of a package. If that doesn't meet your needs, you may
specifiy the version to use. The version you want, however, may be masked
(known bugs or no experience with a new version) or flagged as non-stable. In
that case, you must supply additional override parameters. Normally you get the
most current stable version, but you can shoot yourself in the foot, if desired.
Once you have installed a specific, non-current package, you must take specific
simple steps to prevent the normal upgrade process 'emerge [-p] world' from
recommending a down/upgrade to the recommended stable version. in most cases
'emerge -[]pU world' will prevent overriding your package of choice.
