gentoo uses portage; debian uses its own methods. Both of these package
management methods do proper dependancy management.
There is nothing to prevent you, however, from installing RPM, checkinstall, et
al to manage packages outside the normal rules for those distros (or even on
Slackware, which uses yet another package management scheme).
What you see is what you get. A good memory is what you need, if you choose to
mix the package manager methods.
A better choice on gentoo for the rare package that only exists as an RPM is to
learn how to create an ebuild, extract the appropriate data from the RPM, and
install it in the standard fashion (i.e., for a binary package, install it in
/opt).
