Someone mentioned a script that would do the whole thing, but I went in 
this order:

libxfce4util
libxfcegui4
libxfce4mcs
xfce-mcs-manager
all the rest,
but you must do the panel before the panel plugins.
this is from the install instructions on the xfce.org website.
