Everything I have read indicates that in China, unlike most other
countries, state security agencies have a significant amount of control
over online activities, especially those routed to or from foreign
addresses. In fact, I believe that internet use is licensed and
regulated by their internal security department. If this is in any way
true, it would be hard to imagine that they haven't noticed, and at
least turned a blind eye to, the massive amount of spam and trojans
orginating from PRC domains.
