Well, we are subject to Federal oversight by the Office of Surface Mining, which also just happens to be part of the Department of Interior. For many years they provided network access to the various states and Indian tribes within their jurisdiction. Due to some misman^H^H^H^H^H^H um mistakes in the Bureau of Indian affairs, the DOI was ordered to shut down parts of their network infrastructure as part of an ongoing court case.
Since we're on the bottom of the pile, our network access was unceremoniously yanked one day with about two hours' notice. It won't be back either. Soooo, we're doing it ourselves (mostly).
