Do check out www.plone.org. It is based on Python/Zope and is easy to
install and use. It is for people who not want to program the web. They just
want to publish things, have discussions and the like. It is possible to get
as fancy or as simple as you like. There are many extensions. I have
www.johannes-ff.org and www.opq.se (butt ugly) as this. All management is
done through the web. It has the concept of users, groups and permissions.
The price is good (free). If you do want support, there are companies that
can do this.
