I've got 3.80 here. I'm not sure that I would have suspected make
at all. I'd *like* to say I don't blame my tools when things go
wrong, but it's more a matter that it just wouldn't occur to me
that make would get broken like that. Not passing $(TOPDIR) (or
other variables) down to sub-makes would break a lot of Makefiles
out there.
