C program help ...

I can get it to work, but the command line is :

cc -o test -v test.c /usr/lib/libpopt.so

Even though I have LD_RUN_PATH and LD_LIBRARY_PATH
as well as /etc/ld.so.conf pointing to /usr/lib

Maybe someone more versed can tell me what is going on ?!?
