what do these configure options mean?

Umm I was reading the mozilla from source faq and I don't understand 
what these options do?

Ultimately I would like to know if they make mozilla quicker or slower 
if used?

    * |--enable-cpp-rtti \|
    * |--enable-cpp-exceptions \|
