By the time military types get so much chrome on their epaulets they 
become more political than strategic.

But there are occasional exceptions.  Several years ago the USMC 
Commandant announced that the Corps would
provide full military rites for  army retirees, when the Army Secretary 
announced  that the army couldn't
spare the people for honor guards at military funerals.
