If a dead person's family owns the copyright they often let it expire
because the song doesn't make enough money to pay a copyright lawyer but if
a giant corporation owns the song as part of a huge library and has lots of
lawyers on staff anyway then it gets renewed.
Disney owns so much old stuff that it is 'cheaper' to get the law changed
to lengthen the optional renewal period than to depreciate the expired
copyright against earnings.
