Yes, it's a fascinating question (at least to me:).  Three thoughts:

a)A person's pain/pleasure trigger threshold seems quite a bit lower 
for criticism than for praise.

b)'Everybody knows that' + 'Silence means consent'.

c)'Nothing so needs reforming as other people's habits'.
