I hope not. At the LILO boot prompt (or GRUB's equivalent), type "init=/bin/sh" to boot to run level 1 with filesystem mounted read-only; remount the
necessary filesystems read-write; make your changes; remount the necessary 
filesystems read-only; reboot. Or, come up in run level 1 by adding "1"
or "single" to the end of the boot prompt.
