Yup. CDDB (http://www.cddb.com/). However, for various reasons, 
Escient, who first allowed developers to write applications to access
their CD database without requiring licensing fees or other odious 
requirements, changed their tune and started refusing service to
applications that weren't licensed. Hence, http://freedb.org/ was
born.
