you can, but what's the point?  Just run the MAKEDEV script with
arguments for the class devices you need.

Unfortunately, not (unless you have one of my books like 6th Ed Using
Linux).  That's the only place I've seen devfs and/or PAM covered.  But
it's dated and I'm not authoring 7th Ed.
