Secure Passwords

you need to edit /etc/pam.d/passwd and put a rule in to require that the 
passwords are checked by a pam module that handles minimum password 
complexity.

the annoying bit is I don't know how exactly...

It's all to do with the Pluggable Authentication Module setup.
