Do you have SSL enabled in Netscape? (Edit-Preferences-Privacy-SSL)  Are 
you using https:// in the URL? If so is the system configured to use SSL 
and listening on port 443 as well as 1000? (netstat -anp | grep LISTEN) 
Webmin usually uses port 10000, not 1000, as anything less than port 
1024 is considered a privileged port.
