Pay special attention to section 3. RC-Scripts.

Each service (you have already found them) has a script that tells of other
services it requires and which services require it, as well as what to do
when starting or stopping the service.  The system then automagically starts
and stops them in dependency order.  It sounds like you have left a
dependency out somewhere.
