Kde 3.1 questions

I must say that my KDE 3.x behavior has been consistent. I decided long ago
to not trust using an older $HOME/.kde directory with new releases. I make a
copy of the existing one, then try using the old. If anything looks odd, I
start with a new .kde. This seems to have been more a problem with kde1 vs.
2, but once burned...

Perhaps your sound problems are confusion about earlier settings?
