Look at www.plone.org (sorry deb...) It is sh*t simple to manage multiple
web domains here, and equally easy to manage content (via the web
interface, ftp, or a WebDAV-compatible app). For simple HTML content, just
let that be what you put in the pages. You need never more. But, it will
be easy to grow the site. Or just leave it HTML.
A site like plone (or multiple domains) can be set up within minutes.
Then, just assign ownership to the various parts. And let the people
manage their things.
As to the IMAP, look at squirrel mail. It is a decent web interface to
IMAP servers. My only complaint is that it seems to only like one IMAP
server.

Plone has a nice calendar, as well as a simple event/news thingie so
people can add such items. Check out the news tab on www.plone.org
