libpng.so.3 problem

I am trying to install 'dvr' from an rpm and no matter which way i try the 
install it falls over with libpng.so.3 not installed. However it is there:

This is the result of a locate, its in 3 places and I have done an ldconfig

/lib/libpng.so.3
/usr/lib/libpng.so.3
/usr/lib/libpng.so.3.1.2.4
/usr/local/lib/libpng.so.3

Any ideas why it cannot be found?
