Years ago, RedHat used tkrunlevel or some such.  Perhaps that's still on
SuSE?  Problem is you had to know about where to put it in the startup
sequence (i.e., the S<number> to give it).

Perhaps a `man -k runlevel` or `apropos runlevel` will yield some
results.
