KDE not displaying panel; erratic

Well, each user has a kde configuration file in his or her home directory.
Why not remove that and then see if the flakiness goes away.
Of course, I would just mv it, but that's your decision.
On my system, there is a directory, .kde and a file, .kderc. I would try
mv'ing them, while she is logged out, and then have her log back on.
