I noticed that  it used a command "rpm-build"
it it from rpm-4.x only?

could I safely replace it with "rpm" so that I could use it with rpm-3.x?

and is it safe to just grab the source and upgrade my rpm 3.x to 4.x for 
COL 3.1?
