Uhm, I know this might be a dumb suggestion, but try this;

Find out what the MAC address for the NIC on the Windows box,
copy it down, and change the linux box's external ethernet
MAC to match it.

Drop the ethernet interface, change the setting, raise it,
then restart the dhcp client.

as root;


]# ifconfig hw ether XX:XX:XX:XX:XX:XX eth(number)

Then bring up the interface, and restart the client. 

It may start.

If this does work for you, then your friend requires to
register the MAC address of the box your working with,
with the ISP, or perform the above operation to
go on broadband.

No problem with the Linux box at all.
