rpm on redhat 8 is hoarked

Hello to whoever is interested:

I have a few clients who went to redhat r8. Anyway,  3 out of 6 machines
are hoarked due to rpm failure during removal of packages (Both
companies were upgrading to the latest cups-foo-whateverdriverstheyuse.
In each instance, the rpms for the previosuly mentioned packages had to
be removed before they could install from source tarballs.). The
machines are located at two different companies and the installations
were done by their sys admins (Who are competent). I understand from
both companies that rpm (The binary) will no longer run or function
(When they run rpm, it locks up).

I got both calls today (Saturday). I'm off to both locations and will
post the results upon my return.
