building sendmail from source

* sh Build install-cf

root at server: cf> ./Build install-cf
Using M4=/usr/bin/m4
make: *** No rule to make target `sendmail.cf', needed by 
`install-sendmail-cf'.  Stop.

I resorted to use `make install CF=config`,
but the output file is /etc/mail/submit.cf not sendmail.cf

using back caldera's original sendmail.cf, I ended up couldn't 
send/receive messages. complaining about "unable to write ./m27323789378 
persmission denied". hmm... whta did I do wrong?
