Curious... did you just upgrade Webmin on the box?  I have noticed that 
somewhere along the line Jamie changed it so the login was in fact a web 
form instead of a popup.  When that happened, on an upgraded system it 
still displayed as a popup, but I suspect the code behind it was still 
changed.  And my experience is that it has always worked with <tab>.  So 
maybe in the past either <enter> or <tab> worked, like on KDM.

Anyway, popup or not, isn't this controlled by the site, not the browser?
