Indeed, icewm is my choice, and Libranet Linux uses it for the default. 
Have you tried iceme, the menu edit utility? Very easy control of menu 
and toolbar contents. Or just edit a text file.
And icepref is a thorough configuration utility.
Ice is fast and easy. Some might not like having a taskbar/toolbar on 
screen, but I think it's hideable. And there are a zillion themes 
included in libranet, and switching to othere wm's is an included option 
  on the menu.

I'm happy to see someone else who likes it. Although xfce is still hard 
to beat.
