well, configure does, and most packages installed locally go into
/usr/local or the users' directory.

It's in this file.  You'll need to edit the Makefile to change where the
scripts, etc., are put.  You'll also need to edit checkinstall itself and
checkinstallrc and do the same thing (dumb). 

Then in the installwatch-0.x.x directory, change just the Makefile (the
PREFIX= variable) because the makefile changes the installwatch script
(the checkinstall script should be fixed the same way, ditto for the
checkinstallrc file).
