Mount the CD with the Windows app, and run "wine name_of_setupprog.exe."
It'll install, then you run the program by "wine name_of_prog.exe." 
BTW, Wine adds an entry to the KDE menu system (and maybe Gnome, but not
sure) for the Windows programs installed.
