glib2 and gtk2

I made some very limited progress in determining that its something
related to how pkg-config works (the consensus seems to be that its
brain dead). Beyond that i'm still stuck seeing this error:
checking for GLIB - version >= 2.0.0... no
*** Could not run GLIB test program, checking why...
*** The test program failed to compile or link. See the file config.log
for the
*** exact error that occured. This usually means GLIB is incorrectly
installed.
configure: error:
*** GLIB 2.0.0 or better is required. The latest version of
*** GLIB is always available from ftp://ftp.gtk.org/.
However, i know this isn't true:
# rpm -qa | grep glib
glib-devel-static-1.2.6-1
glib2-2.0.6.0.200207270434-0.snap.ximian.1
glib-devel-1.2.10-5
glib-1.2.10-5
glib2-devel-2.0.6.0.200207270434-0.snap.ximian.1
