I'm no expert but if you enable keys in your sshd.config file and comment
out all other types authentication then only some one with a correct key
will be able to connect.
Each user wishing to connect will need to make a key pair. They will need
to copy the key to their client machine. When they connect sshd will look
in their home directory match the keys and allow them to connect. No key
match no connection.
