Yeah, I got it too.  It's laughable and scary at the same time.

He is blaming everyone else for the insecurities of the Internet, focussing on the "bazaar" stuff:
"Ironically, it is the growth of the Internet and the advent of massive computing systems built from loose affiliations of services, machines, communications networks and application software that have helped create the potential for increased vulnerabilities."

Right.  I'll bet that if Microsoft owned all of the above mentioned that no one could possibly have insecure machines, and even if they did, Wild Bill would make sure that no one had enough computing power to exploit them...  Sieg Heil Bill.

Another such funny/scary quote comes just below it:

"We're also working with others throughout the industry to improve Internet protocols to stop email that could propagate misleading information or malicious code that falsely appears to be from trusted senders."

This sounds dreadfully like "The Pulpit"'s article about TCP/IP being sabotaged by the aforementioned company so to provide the advent of "TCP/MS", Microsoft's proprietary solution to TCP/IP... owned by M$, and only costing a fraction of a penny per byte sent!
