I run dhclient to receive my IP from the provider. It shows the following in 
my logs:
dhclient: DHCPREQUEST on eth0 to 65.21.4.39 port 67
dhclient: DHCPACK  from 65.24.1.39

that shows it asking "can I keep this IP?" and the response "Sure."

My dhcpd process is solely for giving out IPs to internal lan. You *sure* you 
are using the right daemon for the right job?
