No. The best way to import Outlook .pst files into Evolution is to
install Mozilla on your Windows system and use Mozilla to import the
.pst files and then use Mozilla to export the mail to mbox format.
Evolution can then import these mbox files.

This would also work with Eudora as it uses the *.mbox format.

This article does not give a lot of hope for the time being. On the other
hand seeing the source, you should take the info with a grain of sault:

I am afraid there is no simple solution for the migration and Outlook does
not make the task easy. Its import/export features are very poor and badly
designed. I had to import mailboxes from Eudora and had to pass through OE
to get the job done. The contacts however cannot be imported.
