X locks system up hard (APM?)

X starts up then I get a black screen with multi-colored garbage across the
top. And the keyboard appears to be locked up (can't Ctrl-Alt-F1 or
anything else) but mouse still moves. SSH in from another box and see that
X is using all the CPU.
I used the same /etc/X11/XF86Config-4.
