Mail server issues

I am getting the following error in my fetchmail log file upon trying to get
mail from a POP3/IMAP account:


fetchmail: SMTP connect to localhost failed
fetchmail: can't raise the listener; falling back to /usr/bin/procmail -d
%Tfetc
hmail: IMAP< )

I only get it with one account.  I don't have a problem with it 'falling
back' but it takes about 7 or 8 minutes to time out.  I don't know enough
about email to figure out what it's trying to do.  Any suggestions as to
what is causing the error and how to fix it?
